Summary:


The Process Safety Engineer is responsible for all aspects of compliance to federal and state regulations regarding process safety management of the manufacturing facility.? This includes but is not limited to:? participation in OSHA and EPA audits, facilitation of the management of change (MOC) process, and collection, maintenance, and organization of all information related to the 14 elements of OSHA?s PSM Program.


Essential Duties and Responsibilities:



  • Provide overall leadership and compliance with federal regulations and other safety policies for PSM elements ensuring audit readiness.

  • Participate in OSHA and EPA audits.

  • Determine the necessary risk mitigation for an accident scenario during PHAs/HAZOP, or as a stand-alone task.

  • Provide support/coordinate LOPA reviews for risk scenarios requiring further assessment post PHA review (SIS Design & Human Factors Studies).

  • Collaborate with Superintendents/Project Engineers to develop capital requests for process hazard analysis recommendations (PHAR) and lead projects to closure.

  • Train and strengthen site PSM custodians in their PSM related duties and specific procedures/directives (e.g. training of new employees, recurring training on process safety).

  • Provide overall leadership for Facility Siting.

  • PSM Auditing (Local and Off-Site).

  • Evaluate new technologies and new/modified products/processes being introduced into manufacturing as it relates to PSM.

  • Coordinate, facilitate and document the PHA/hazard evaluations of new and existing processes.

  • Provide leadership for management of significant, though unregulated, process safety risks (e.g. not regulated because volume of chemical is below regulatory threshold) and process safety activities regulated under alternative regulatory regimes (e.g. RMP)

  • Track and follow-up on action items with timely completion; addressing findings from PSM audits, hazard analyses studies, and other generated PSM or RMP assessment activities.

  • Manage PHA revalidation schedule.

  • Lead Management of Change (MOC) process.

  • Provide oversight and conduct audits for site management of change (MOC) and pre-start up safety review process (PSSR) for quality and completeness.

  • Participate in pre-start up safety review (PSSRs) as needed prior to startup of new/modified processes or equipment or after extended shutdown of equipment. ?

  • Participate in Process Safety event investigations/root cause analysis to provide guidance.

  • Contribute to and/or lead, development of internal policies, practices, procedures, design guides and engineering standards.

  • Develop/update unit reactivity matrices to determine hazardous effects of mixing of varied materials.

Skills, Qualifications, Experience:? ?????????????????????????



  • Bachelor of Science degree in Chemical or Mechanical Engineering from an accredited university.

  • Minimum 5 years? experience in manufacturing facility.

  • Sound project management skills.

  • Strong verbal and written communication skills.

  • Excellent interpersonal, teamwork, and leadership skills.

  • Experience working with Microsoft Windows, Microsoft Office, and/or similar programs.

  • Knowledge of regulatory PSM requirements and procedures.

  • Knowledge of Layer of Protection Analysis (LOPA) for determining risk of an accident scenario.

  • Formal training in root cause analysis

  • Formal training in performance of audits.

  • Communication skills, personal rapport and motivation to effectively coach internal staff and work with outside groups and agencies engaged in process safety.

  • Good mechanical aptitude.

  • Master?s Degree in Chemical Engineering.

  • Knowledge of Lubrizol chemistry.

  • Experience using SAP, PI and/or DeltaV software.

  • Knowledge of ASME, API and OSHA regulations
